Keeping things tidy on the Crotoonian Hills Narrow Gauge Railway is a tough job, which is why Rusty is here to help! A dependable worker, Rusty keeps to time with track maintenance, construction work, or simple freight duties along the line, and is there to remind engines of the proper rules of the lines, especially Duncan. Though they may have their disagreements, they still work well together, and Rusty, overall, keeps a good working relationship with everyone they work with!

Rusty is based on the Talyllyn Railway's Midlander, a Ruston Hornsby diesel, Unlike their basis, Rusty was never fitted with a different shaped radiator.

- Milan Prsa has considered on having Rusty being gender neutral. The reason for this being, according to a New York Times article from 1995, it was a concept that Britt Allcroft, creator of the 'Thomas and Friends' TV series, considered during development of its 4th series.
